POINT LOMA, P-401 REPLACE FUEL STORAGE FACILITIES WORK CONTINUES. Over the last few months work has continued to speed along on the Point Loma Defense Fuel Supply Point Renovation project. In April, the final eight (8) options were awarded, after Congressional Approval, which allows for the full scope of the project to be completed. As part of this work, a tie in to the existing fuel line located onboard NBPL will be installed. This work is currently underway and will continue through the end of June. To date the Government and Contractor have put in place several measures to mitigate traffic noise and community impact which have proved to be very successful in maintaining a smooth flow of traffic on the roads on and off base. Other work on site includes proceeding with the mass earth excavation in order to prepare for the installation of the eight (8) tanks expected to commence late summer. As part of this process we will be installing stone columns into the soil for stabilization prior to placement of the tanks. Expect to see a drill rig with hoppers on them installing these columns over the next few months. Transferring of petroleum hydrocarbon impacted soil continues and is expected to wrap up within the next month. This soil is being removed from the old above ground storage tank area for treatment. In addition, two new tanks have been erected as part of the new Fuel Oil Reclamation (FOR) facility and are nearing completion. The entire FOR facility is expected to be completed in November allowing for demolition of the existing FOR shortly thereafter. The project is expected to be complete in January 2014.

My
name is Errol Bisutti. I will be the
onsite project manager for a project recently awarded by the U.S. Navy to Nova Group, Inc. – Underground Construction
Co. Inc., a joint venture to replace the fuel storage facilities at Naval
Base Point Loma. Our team is a joint
venture comprised of two Northern California firms with extensive fuel
construction experience for both military and commercial customers. Both Nova Group, Inc. and Underground
Construction Co., Inc. have been successfully building fuel systems for several
decades each.
This
project will replace fuel storage tanks for the Navy at Defense Fuel Supply
Point (DFSP) Point Loma in San Diego involving the construction of up to eight
125,000-barrel multi-product fuel storage tanks (aboveground steel fuel storage
tanks), fuel distribution piping, a pump-house, fuel oil reclamation (FOR)
facilities including 10,000-barrel and 25,000-barrel aboveground storage tanks,
and a lube oil storage and dispensing system. Also included are fuel tanker truck loading
and unloading stations, and fuel icing inhibitor injection system. Additionally, 54 aboveground and underground
storage tanks will be demolished, closed-in-place or relocated, totaling
greater than one million barrels of storage capacity, and 35 other structures
will be demolished. Pending congressional
authorization and appropriation, the Navy plans to award eight options to
complete the full scope of work within the original 5 year time frame.
