Dear Point
Loma Residents:
My
name is Errol Bisutti. I will be the
onsite project manager for a project recently awarded by the U.S. Navy to Nova Group, Inc. – Underground Construction
Co. Inc., a joint venture to replace the fuel storage facilities at Naval
Base Point Loma. Our team is a joint
venture comprised of two Northern California firms with extensive fuel
construction experience for both military and commercial customers. Both Nova Group, Inc. and Underground
Construction Co., Inc. have been successfully building fuel systems for several
decades each.
This
project will replace fuel storage tanks for the Navy at Defense Fuel Supply
Point (DFSP) Point Loma in San Diego involving the construction of up to eight
125,000-barrel multi-product fuel storage tanks (aboveground steel fuel storage
tanks), fuel distribution piping, a pump-house, fuel oil reclamation (FOR)
facilities including 10,000-barrel and 25,000-barrel aboveground storage tanks,
and a lube oil storage and dispensing system. Also included are fuel tanker truck loading
and unloading stations, and fuel icing inhibitor injection system. Additionally, 54 aboveground and underground
storage tanks will be demolished, closed-in-place or relocated, totaling
greater than one million barrels of storage capacity, and 35 other structures
will be demolished. Pending congressional
authorization and appropriation, the Navy plans to award eight options to
complete the full scope of work within the original 5 year time frame.
Social
responsibility is an inherent part of our team’s core values. We put a priority on identifying and
minimizing the impact our construction activities will have on the residents of
the local community. This project is no
exception.
We
are cognizant of the importance the local community places on environmental
preservation and the effort you put forth to maintain a beautiful and peaceful
setting for all residents to enjoy. We
embrace these same philosophies in our own local communities and believe it is
our responsibility to open and maintain constant dialogue with the Point Loma
residents throughout the project to keep you informed of the status of ongoing
construction activities including how we plan to minimize impact and respond to
your questions and concerns in a timely manner.
Therefore,
we want to make sure each local resident is aware that we have established a
website that will be updated frequently with information about the project
construction schedule and other activities that might be of interest or have
impact on the local community. The
website address is www.pointlomafuel.com.
We
look forward to being a part of your community during the construction
period. One note worth mentioning is
that this project was designed and will be built with the intention and goal of
achieving silver rated certification from Leadership in Energy and
Environmental Design (LEED) Green Building Rating System sponsored by the U.S.
Green Building Council. More information
on this program can be found as www.usgbc.org. Again, your feedback and concerns are
important to us. We strive to contribute
to your community so that our efforts will only improve the quality of Point
Loma.
Most
sincerely,
Mr. Errol
Bisutti
